Dear Mr. House:
This is in reference to the request filed on August 9, 2019. KLL requests a further
extension of the STA granted on July 25, 201$, to continue ND operation at night with reduced
power to allow time to complete repairs and file the required FCC Form 302 application due to
the replacement of one nighttime tower.1 In support of the request, KLL stated that it plans to
replace the tower and complete all other repairs in the upcoming months.
Requests for extension of STA will be granted only where the licensee can show that one
or more of the following criteria have been met:
• Restoration of licensed facilities is complete and testing is underway;
• Substantial progress has been made during the most recent STA period toward
restoration of licensed operation; or
• No progress has been made during the most recent STA period for reasons clearly
beyond the licensee’s control, and the licensee has taken all possible steps to expeditiously
resolve the problem.
Accordingly, the request for extension of the STA IS HEREBY GRANTED, and KLL
may continue ND operation at night with a maximum of 1.25 kW, with no change to the daytime
licensed 5 kW ND operation. KLL must reduce power or cease operations if complaints of

public from exposure to radio frequency radiation in excess of the Commission’s exposure
guidelines. See 47 CFR § 1.1310. KLL must submit an e-mail to my attention after the
application has been filed to update all operating parameters (due to the replacement of one
tower).
This authority expires on February 28, 2020.
