Dear Mr. House:
This is in reference to the request filed on January 18, 2019. KLL requests an extension
of the STA granted on July 25, 2018, to continue ND operation at night with reduced power to
allow time to file the required FCC Form 302 application (after replacement of the collapsed
nighttime tower).’ In support of the request, KLL stated that additional time is needed to install
the replacement tower and complete all other required repairs before it can resume licensed
operations.
Requests for extension of STA will be granted only where the licensee can show that one
or more of the following criteria have been met:
• Restoration of licensed facilities is complete and testing is underway;
• Substantial progress has been made during the most recent STA period toward
restoration of licensed operation; or
• No progress has been made during the most recent STA period for reasons clearly
beyond the licensee’s control, and the licensee has taken all possible steps to expeditiously
resolve the problem.
Accordingly, the request for extension of the STA IS HEREBY GRANTED, and KLL
may continue ND operation at night with a maximum of 1.25 kW, with no change to the daytime

licensed 5 kW ND operation. KLL must reduce power or cease operations if complaints of
interference are received, and use whatever means are necessary to protect workers and the
public from exposure to radio frequency radiation in excess of the Commission’s exposure
guidelines. See 47 CFR § 1.1310. KLL must submit an e-mail to my attention after the
application has been filed to allow our staff to determine if the STA parameters noted above
must be changed.
This authority expires on August 14, 2018.
