Dear Mr. Hearne:
This is in reference to the request filed on February 13, 2018. GCB requests an extension
of the STA granted on July 15, 2016, to continue to operate at night with parameters at variance
pending the filing of the required FCC Form 302 application to update all operating parameters.'
In support of the request, we noted that GCB has not yet completed all repairs and filed the
application.
Requests for extension of STA will be granted only where the licensee can show that one
or more of the following criteria have been met:
• Restoration of licensed facilities is complete and testing is underway;
• Substantial progress has been made during the most recent STA period toward
restoration of licensed operation; or
• No progress has been made during the most recent STA period for reasons clearly
beyond the licensee's control, and the licensee has taken all possible steps to
expeditiously resolve the problem.
Accordingly, the request for extension of STA IS HEREBY GRANTED, and GCB may
continue to operate at night with parameters at variance and/or reduced power while maintaining
monitor points within licensed limits, or using the daytime pattern at night with a maximum of
0.2 kW (with no change to the licensed daytime 5 kW operation). GCB must further reduce
power or cease operation if complaints of interference are received, and use whatever means are
