Update on Tower Registration

Dear Ms. Dortch:
This letter is filed at the request of Susan Crawford in the Audio Division per her letter
dated January 11, 2016 regarding the pending application of our client West Jacksonville Baptist
Church, Inc. ("WJBC") for its station WJGM (FM) in Baldwin, Florida. Ms. Crawford
requested an update no later than 90 days from the date of her letter regarding the efforts to
register the proposed antenna structure. WJBC provided that update on April 5, 2016 and
requested that the application be held in abeyance until June 9, 2016. A further update was
provided on June 9, 2016, and August 8, 2016. The August 8, 2016 update promised a further
update by October 8, 2016, if necessary. This letter provides the promised further update on
WJBC's progress with tower registration.
Favorable responses have now been received from all six notified Indian tribes, which
completed all of then outstanding action items for the site. However, in the past two weeks,
WJBC's consultant discovered that the tower location and at least one of the guy anchors is
located on the edge of a 100-year floodplain, triggering the need for a NEPA Environmental
Assessment (EA). The EA has been prepared. WJBC filed to register the tower with the FCC on
October 4, 2016 (File No. A 1050693), including the EA with the submission. WJBC must now
await a Finding of No Significant Impact (FONSI) and tower registration, which is estimated to
take another 50-60 days. When received, WJBC will amend the pending WJGM application
with the tower registration number. Copies of any of the above submissions will be provided
upon request.

	

WJBC is continuing to work diligently to resolve this matter in accordance with FCC
requirements, and respectfully requests that its application BPH-20 15121 6AEH be held in
abeyance through December 31, 2016 to allow it to complete the necessary regulatory steps for
the tower.
