Dear Licensee:
This is in reference to the request filed September 8, 2016, on behalf of Cultural Energy. KCEI
was licensed recently with an effective radiated power (ERP) of 2.05 kW. However, the Forest
Service since required the station io limit its ERP to 1.0 kW. Cultural Energy is meeting with the
Forest Service in an attempt to resolve the differences. In the meantime, Cultural Energy
requests Special Temporary Authority to continue operating at the reduced ERP of 1 kW.
The request for STA IS GRANTED. Station KCEI may continue to operate at reduced power as
needed. Cultural Energy must use whatever means are necessary to protect workers and the
public from radiofrequency exposure in excess of the Commission's exposure guidelines. See 47
CFR § 1.1310. Lastly, Cultural Energy shall notify the Commission when licensed operations
resume.
This authority expires on March 13, 2017.
