Mr. Bickel,

To follow up on our call today, we would like to make a correction of the transmitter output power on the license to cover
recently granted for new FM station WYBO(FM), Waynesboro GA (FID#166071, BLH-20160322ADT), issued 3/29/16. In
preparing the license to cover application, the permittee took the transmitter output power of 4.679 kw (rounded up to 4.7
kw on the granted license) from a "System Data Sheet' in a February email from the antenna manufacturer representative
that was incorrect (for one, it was based on a previously authorized ERP of 6 kw, before the construction permit was
modified for a higher height on the tower with a corresponding reduction in ERP); a copy of that incorrect System Data
Sheet is attached.
On the day the license was granted, a copy of the license was circulated to the licensee by email, with a copy to the
consulting engineer (who was not involved in the actual construction of the station or preparation of the license to cover
application, for which the permittee relied on a local engineer), and the consulting engineer immediately noticed and
advised that the transmitter output power appeared incorrect. The licensee promptly chocked with the antenna
manufacturer and was advised of the correct transmitter output power to achieve the authorized ERP of 4.3 kw, which is a
transmitter output power of 2.123 kw (a copy of the revised, corrected System Data Sheet showing the calculation of the
correct 2.123 transmitter output power is also attached for your reference); as a result, I understand that when the station
operated after the license and program test authority was granted, it has been at this lower, correct transmitter output
power, to achieve the correct, authorized ERP.
If as we discussed the license may be just re-issued with the correct transmitter output power of 2.123 kw, that would be
appreciated, but if you need any additional information or filings in order to get this corrected, please let me know. Thank
you for your assistance!
