Dear Ms. Sarver:
This is in reference to the request filed on April 26, 2013. NYPR requests extension of
the STA to operate Station WNYC with emergency antenna facilities pursuant to Section
73.1680.' In support of the request, NYPR states that the station's transmitter site was damaged
by Superstorm Sandy, and reconstruction of the transmission facilities is still underway.
Requests for extension of STA will be granted only where the licensee can show that one
or more of the following criteria have been met:
Restoration of licensed facilities is complete and testing is underway;
Substantial progress has been made during the most recent STA period toward
restoration of licensed operation; or
No progress has been made during the most recent STA period for reasons clearly
beyond the licensee's control, and the licensee has taken all possible steps to expeditiously
resolve the problem.
Accordingly, the request for STA IS HEREBY GRANTED. Station WNYC may
continue to operate with an emergency nondirectional antenna and reduced power not to exceed
2.5 kW day and 0.25 kW night. It will be necessary to further reduce power or cease operation if
complaints of interference are received. NYPR must notify the Commission when licensed
operation is restored.2 NYPR must use whatever means are necessary to protect workers and the
'WNYC is licensed for operation on 820 kHz with 10 kW day and I kW night, employing different directional
antenna patterns.
