Dear Counsel:
This is in reference to the request filed December 6, 2011, on behalf of Buddy Tucker
Association, Inc. ("BTA"). BTA requests further extension of the special temporary authority
("STA") granted on October 18, 2010, to operate Station WMOB with an emergency
nondirectional antenna and reduced power from a site other than the licensed site.' In support of
the request, BTA states that its Application BP-2O1O1O12AEM remains pending.
Requests for extension of STA will be granted only where the licensee can show that one or more
of the following criteria have been met:
• Restoration of licensed facilities is complete and testing is underway;
Substantial progress has been made during the most recent STA period toward restoration
of licensed operation; or
No progress has been made during the most recent STA period for reasons clearly beyond
the licensee's control, and the licensee has taken all possible steps to expeditiously resolve
the problem.
Our review indicates that Application BP-20 10101 2AEM was dismissed by the staff on July 6,
2011, and that BTA has filed a Petition for Reconsideration along with a corrective technical
amendment. Thus, the licensee has been prevented from restoring licensed operation due to
causes beyond its control and has taken all possible steps to expeditiously resolve the problem, and

It will be necessary to further reduce power or cease operation if complaints of interference are
received. BTA must use whatever means are necessary to protect workers and the public from
exposure to radio frequency radiation in excess of the Commission's exposure guidelines. See 47
CFR § 1.1310. The authority granted herein is without prejudice as to the Commission's final
action on Application BP-20 10101 2AEM. Any construction undertaken pursuant to this
authority is entirely at BTA's own risk.
This authority expires on August 28, 2012.
